What you are paying for

A Streamlined Foreign Offshore submission is a bundle: three years of federal returns, six years of FBARs (FinCEN 114), and Form 14653, the signed certification that your failures were non-willful. The IRS charges no penalty for eligible filers, so the cost is mostly professional preparation, plus any tax and interest the returns reveal. Most Americans abroad owe little because of the foreign earned income exclusion and foreign tax credit, but those forms still have to be prepared correctly for all three years.

Why prices vary

The headline number hides scope. Three returns are three separate computations, and the extras multiply: every foreign mutual fund can trigger a Form 8621, a foreign company can mean Form 5471, and rental or business income adds schedules. Ask any preparer whether FBARs are priced per account, whether state returns are included, and what happens if the IRS writes back. Our own published per-return pricing starts at $799 for a return that includes the FBAR, the exclusion and the foreign tax credit, and $1,099+ for returns with PFICs or foreign corporations. We do not post a single streamlined package price, so the estimate above is labeled an estimate and confirmed on your free call.

Compare it with doing nothing

The alternative to a filing fee is open-ended exposure. For non-willful FBAR failures the statutory maximum is per year, and six years are open. Use the FBAR penalty calculator to see your own ceiling. Penalties are rarely assessed at the maximum, but once the IRS contacts you the Streamlined route closes, which is the real cost of waiting.

Streamlined filing cost FAQs

What does the Streamlined Foreign Offshore Procedure require?
Three years of delinquent or amended federal returns, six years of delinquent FBARs, full payment of any tax and interest, and Form 14653 certifying your failures were non-willful. You must also meet the non-residency test of 330 days abroad in at least one of the last three years.
Is there an IRS penalty under Streamlined Foreign Offshore?
No. Eligible taxpayers pay no FBAR or failure-to-file penalties. The 5% miscellaneous offshore penalty applies only to Streamlined Domestic. Tax and interest on income that should have been reported are still due.
What drives the preparation fee up?
Foreign mutual funds (PFICs, Form 8621), foreign corporation ownership (Form 5471), higher or more complex income, many accounts, and rental or self-employment schedules. Each of the three years is prepared separately, so complexity is multiplied.
Why do the numbers here differ from competitors' flat packages?
Competitor figures are base prices for their standard package with exclusions and add-ons. This calculator builds Zenith's estimate from our published per-return prices and flags it as an estimate; the final fee is confirmed on a free call before you commit.
Does the fee include tax owed?
No. The fee covers preparation and filing. Tax, interest and any state tax are separate, and many expats owe nothing thanks to the foreign earned income exclusion and foreign tax credits.
